I would agree with the DHS characterization as "deranged"...but that applies to anyone who resorts to this kind of violence.

Evidentily the shooter couldn't shoot very well killing 2 migrants and seriously injuring another in the hospital. The coward killed himself. Clearly this deranged radicalized leftist was in a mental health crisis to do such a heinous crime.
