Like you I consider unknown providers as risky, but let's not jump to absolute conclusions without real evidence.

The gentleman did use mostly and rarely. He is saying that it is a known fact that most BP providers miss the quality that we normally expect on ECCIE and that makes them rarely a hit. He is not saying that ALL BP providers fit this category so Yxes your conclusion is suspect as well.
