The article doesn't reference any "Medical" benefit from the treatment other that correcting minor skin discoloration. So I would say "No".

Your skin naturally gets dark again, its supposed to be. When I went back for my rebleach I was talked out of it because mine wasn't very dark to begin with so they said it would be a waste of money. Honestly if I naturally had a darker bum I would so still be doing it. I guess I'm just anal retentive.

You get it done at a spa Brazilian wax then butt bleach sometimes discounted if done together 
or a special on lip and bum bleaching together haha. Men do bum and sack bleaching too maybe ironing is the next thing.
