The issue of a provider "low balling" another, does sound a little bit to some degree, like sour grapes? In the business world, which this is, people do "price match" and offer "sales" to attract customers from their competitors? In the world of independent contracting, some will even take a job wherein they don't turn a profit on it just to show how good they are at what they do as a way to earn a customer's business going forward. We use references to screen out LE and bad actors. The reference system is basically an honor system. Sure, I can always reply with "John Doe? Never heard of him", then contact him myself. Women talk though. Eventually if I do that often enough, it will become known among other providers. Then when I need a reference, all I will get is the sound of crickets, and have only my gut to rely on to decide to see someone or not.
We may be in competition for business, but we are also a resource of information for one another, and must rely on one another as well. There is no excuse for a provider who will step on the back of another provider in order to get a larger piece of the pie. There is enough to go around so that such behavior isn't necessary.
