Trafficking is an ethnic religious thing, typically involving muslims and asians. These girls are imported here legally or illegally at the cost of the traffickers in order to make money on their investments. Them applying for a business license and paying taxes with open doors will not affect them, they do their business in the open because the girls have no choice, they do not know of any other life.

The separation of church and state clause separates church from state, but not religion from politics. But the government is prohibited from favoring one religious view over another or even favoring religion over non-religion.
