All massage establishments have to go through periodical inspections to make sure that they are compliant with State Laws and Regulations and a lot are surprise inspections unannounced. It doesn't ONLY take a complaint from the public to summons officials to a location. All it takes is an inspector to observe a violation, a condom, sex toys, mattresses on the floor, proof of human trafficking, scantly clad women, walk in on illegal inappropriate activity,etc to start investigation. No Complaints Needed. Guys, we have to be smarter with our assessments and not be so naive to what's going on around us.
