Wait, hold on a minute! Isn't the Heritage Foundation an ultra-right wing Conservative organization? Why, yes. As a matter fact it is! The origins of having a health insurance mandate started with the Heritage Foundation way back in 1989. In fact, Republicans introduced healthcare legislation that contained and individual mandate not once, but twice in 1993. Advocates for those bills then included including Orrin Hatch (R-UT), Charles Grassley (R-IA), Robert Bennett (R-UT), and Christopher Bond (R-MO). All of which claim they oppose the mandate today.
