Look up someone known to be banned on the member list. They will not be listed. However, we are still able to search them and view their profile via the search function. The member list is the official list for ACTIVE members. Banned accounts are inactivated if that makes sense.

You shouldn't be able to message a banned member. Males will still have the "email" button. Providers will not. I am not aware if the email actually reaches the males or not.

True, you can not PM BANNED members, but that can be faked by turning off private messages.
I like what Yummy said about the active members list, seems there's no way to fake that.
