Yes, California is allowing non-citizens to vote in some in-state elections. If you have proof that illegal votes impacted the 2016 or 2018 elections please cite the source.
But your statement is worthless with respect to 2020. California is currently ... let me repeat ... CURRENTLY .... with respect to NonFederal elections adding "noncitizens" to the voter registration rolls of the "local" elections in the State. By allowing them to enter the State they can add those "newbies" to the rolls.
Then as 2020 rolls around they will have voting noncitizens with citizens for the elections. Then goes the task of challenging those elections in which both voted based on nonexistent records (California now has "privacy" laws that protect noncitizens from disclosure of information in government files) ... so for two years plus the litigation will continue to sort out the noncitizens and then verify that the noncitizens are here legitimately. As a consequence the re-election will be "up in the air" for 1/2 of Trump's 2nd term ... and he and his VP will not be "elected," which means "President Pelosi" or whomever is the Speaker of the House in January 2021.
