my uncle owns an insurance agency. specializes in workman's comp for small/medium businesses and pension fund mgmt. he knows insurance. u don't.

Your question is why did the CBO project in 2010 that 23 million people would purchase a policy at HealthCare.Gov in 2017 and they only got 12 million people to sign up.

The answer is more people got the expanded medicaid than the CBO projected in 2010. If you add 10 million for the expanded medicaid to the 12 million from the (HealthCare.Gov) that would give you 22 million which is close to what the CBO had projected for 2017. See the 2010 projections from the CBO in Table 4 below.

You cannot get a private health insurance plan at HealthCare.Gov if your income is Family of 4 and < $24,000. In this case you get the Expanded Medicaid.

While they gave "special treatment" to Federal employees and other union workers!

The reasons were administrative. Some health insurance companies did not want to maintain two types of policies in their I/T systems. The government put it in writing, the grandfathered plans were to be continued as if the policy holder wanted to keep his/her plan.
