Trust me, I had to get a new one from NYS and I did it all the way from TX. Cost me way less than $100 (I believe it was less than $20) and I had it in less than two weeks.

If a person can’t find their birth certificate (or proof of citizenship papers), get off your ass and go get a new one. It’s a small price to pay to prove you’re a U.S. Citizen and that you’re eligible to vote in Federal Elections. And yea…it’s a Constitutional Right…For! U.S.! Citizens! ONLY!
