In Fall 2015, the Active Transportation staff completed bicycle improvements along San Jacinto Boulevard between Speedway and Duval Streets. Parking-protected bicycle lanes in the southbound directon and paint-buffered bicycle lanes in the northbound direction were installed to improve both safety and comfort for people of all ages and abilities. These improvements did not remove any on-street parking spaces. Instead, it reconfigured the street from one lane northbound and two lanes southbound to one lane in each direction. The intersections at Speedway, Duval Street and Dean Keeton Street still include additional turn bays in order to facilitate efficient traffic operations. This reconfiguration also provided space for a median island to improve safety by reducing the pedestrian crossing distance across San Jacinto Boulevard at Duval Street.

The City wishes to" reduce its inventory of water meters serving UT and to transfer to UT certain existing water mains within the eastern side of the UT campus generally bordered by IH 35, Martin Luther King Blvd., Dean Keeton St., and San Jacinto Blvd. UT wishes to increase its control over the construction and relocation of water infrastructure within its campus.

Traffic Restrictions

Large vehicles/trucks entering the stadium block will be searched at the Commercial Delivery entry point located at Robert Dedman Drive and 25th Street beginning at 7 a.m. the day of the typical game. For games before noon, traffic control begins at 6 a.m.

Time of Traffic Restrictions

Traffic Control Points and one-way traffic around the stadium also go into effect at 7 a.m. the typical day of the game. For games before noon, traffic control begins at 6 a.m. Only vehicles with the appropriate Longhorn Foundation permits and ADA placards or license plates will be admitted.

One-way streets
•San Jacinto Blvd between Martin Luther King Blvd and Dean Keeton St is one way northbound with no thru traffic between 21st Street and 23rd Street
•Robert Dedman Dr between Dean Keeton St and 23rd St is one way southbound
•23rd Street between Robert Dedman Dr and San Jacinto Blvd is one way westbound
•21st Street between San Jacinto Blvd and Speedway is one way westbound
•Trinity Street between 23rd Street and 25th Street is one way northbound

I have shown you the map issued by the U. of Texas showing the boundaries of the campus. Many college campuses have "public" roads running through them. The fact is that no matter who "owns" the roads, they are on the UT campus and are open to traffic. You have just totally contradicted your argument that streets on the UT campus are private and controlled by the U. of Texas.
