Non-residents are the snow birds and the vacationers that may be there for six months. If they were there for a week, then no don't count them. Hell, using your silly criteria I would qualify as a resident of Florida given I spend 2 to 4 weeks a year there each year. I will tell that to PA so I don't have to pay income taxes any longer
