Dirty Harry eliminated the filibuster for all judicial nominations except SCOTUS. He did it to stack the DC Circuit Court with liberal Obama sycophants.

The move backfired. Not only did the GOP regain Senate control in the 2014 midterms, but Dirty Harry's rash action (he changed a 207-year Senate tradition) set a terrible precedent insuring it would eventually be extended to SCOTUS nominees as well.
