Carter worst president, Clinton would have been horrible but after he couldn't the typical Democrat failed policies enacted and lost Congress in 1994, he did an about face and basically followed New Gingrich and Republican Economic policies getting the first balanced budge in a long time. Pretty sure you already have to be a citizen to vote. Which makes me wonder what this bill is really for.
