The Vice President and a majority of the cabinet can temporarily invoke the 25th Amendment. If the President and the Vice President are at odds about whether the President can perform his or her duties, Congress becomes the referee to decide who is right. The process can’t be started without the Vice President, but it can’t be finished without Congress.
