Read the Constitution, dumbass. There are many things state government can do that the Federal government can't. That's why this belongs with the states, to make their own decisions.

I still wouldn't support it on a state level, but it wouldn't be unconstitutional.

How would I solve the problem? (Yes, I know everyone has been waiting for my take.) Turn the funding and administration of the programs over to the states, where they belong. Let the states tailor the programs to meet the needs of their residents, or eliminate the programs altogether, if the voters so choose. It's not the federal government's job.

The rich pay 1% up to an unlimited amount of line 7 in Medicare tax. So do the middle class. You may reach the SS tax ceiling, but you won't reach the ceiling of the 1%.
