I'd like to add two more, tenors from the 70s:

Journey: Steve Perry, and Kansas: Steve Walsh. Of the two, Steve Walsh had probably the most vocal range and power of ANY mainstream Tenor in the rock area EVER. It's too bad his voice has not held up over the years.

The problem here is that we can't really judge some of the singers from the past, before clean recordings were available.

Now the orginal post asked for the best singing voice of all time, not for my personal favorite, so:

With Yma Sumac we need to include The French Songbird, Edith Piaf. She packed a lot of punch into a very small body, no amplification needed.
