I really have no idea how they have access to databases that can provide them with all this info by the license plates but in this day and age you can find anything on the net.

This is the down side to laws like the Freedom of Information Act. On one hand, this web site enables the public to access and correct inaccuracies in their records -- a good thing. On the other hand, it enables the public to snoop on each other -- a bad thing.
Second issue, the CAP's letter. I'd love to see how the letter was worded, and whether it could be construed in a court of law as an accusation. I'd also love to see what happens if and when the CAP inflicts damage upon a gentleman by accusing him of soliciting prostitution, when in fact the lady he was meeting was a sales rep, distributor, or someone similar. Can you say "lawsuit"? My point is -- the CAP is banking on their targets' being too embarrassed to fight back. However, the law can work against them as well as for them.
