I think being a POW is a great sacrifice and gives one an opportunity to be a hero, but it depends on the individual's actions while detained. A POW can also be a traitor.

Were the prisoners who built the bridge on the River Kwai traitors or heroes?

Perhaps Trump just wishes for greater nuance when discussing the matter.
