Please bear with me, I consider myself a newbie. Just trying to get educated.

Question: Is it common practice for a newbie to pay a fee (ie-$50) for first time newbie screening with a provider? or is this likely just a ploy to make more money?

Screening comes with this hobby. Part of the job description.

Just like us providers ask for References of other providers to make sure that the men are reliable.
But, the problem arrises when the men don't have references and I can't do any research .... Therefore I charge a fee.

How is $40 going to help you with research?

National blacklist will also let one know these things. Why would only a newbie apply? I would think this sort of check would apply to any prospective client that she's never seen. And a newbie shouldn't have to pay for her to do the same research she should be doing on all new clients. It's her business, her choice but I think it's silly. A newbie may as well pay for his own p411 membership instead of paying her an extra fee to check his personal information. That fee is only for her to verify him. He will still be a newbie after he sees her so my suggestion would be to get p411 and then see any lady he wants without anyone charging him an extra 'screening' fee.
