My top 2 answers would be Laserface and Devo. Both have done it before, and both (most likely) won't do it again.
After that- not really sure who there is. As for entertainment value mods, there are plenty of options, but realistically, the well runs dry pretty quick. Not many other well-known posters who seem to have the right level of interest, rationality, and board persona.
If you're focused on having a Pittsburgh-based mod, the only other option might be to open it up to any interested candidates, pick one of the potential candidates and let them 'grow into the job.' Myabe you'll pick a diamond in the rough and develop a good mod. Or maybe the newfound power/responsibility will be too much and they'll nuke themselves. I don't see many other alternatives, though.
