In some respects, it is really hard to know if they back out on account of race. I'm an old whitey, but sometimes I get backed out on by some popular providers, including some I've seen befo and have seen after the "slight". I just don't have that convenient, all purpose excuse of racism to use when something goes a little wrong.
I'm convinced that NBA policies are driven by mostly non racist factors and are usually ignored. If I were a racist and relied on those policies to only have sex with "pure" providers, I would be fooling myself.

I am the only AA client of one provider that I know of ....she scheduled me and kept the appointment anyway.....shit, we fuck like rabbits in heat, so it worked out.

BTW...of the Ebony providers that I have talked to with a NBA policy (especially clients under the age of 35) there are several reasons that policy is in place.
