The banks fear the regulators causing them great amounts of hassles if they do not comply with their edicts. this is similar to them being forced or coerced into giving sub-prime loans winch led to the collapse of the financial system. There's a few of my gaming websites that are ran by private people who own/run the sites, and cause they ONLY accept paypal for donations, i have stopped Donating to those sites..
