I don't think that alot of them is lying blatantly. As I have explained before.. sometimes things change. Things come up and plans get cancelled. I wouldn't assume anyone is just outright lying.. unless of course you know first hand of their situation.
lol...im talking about the ones retiring on tuesday & post a weekend ad on thursday

If the provider is awesome, like you, Ms Kitti - and you say "Lower Rates", it will peek my interest.

I have a ceiling that I can pay for hobby money, and never exceed it, so I pay attention when "lower rates" are advertised.

I can only speak for myself and not everyone else, but here's how I feel.

For Providers that I have not seen yet...

New pix will get my attention, though only because I enjoy eye candy. They won't necessarily cause me to reach for the phone, but they can reignite my interest in a Provider.

Specials can cause me to call if I already have an interest in a Provider. Maybe I've been sitting on the fence for any number of reasons, but a special may compel me to take the plunge.

Knowing that a Provider that has been on my "to do" list is about to retire or leave the area is more likely to push me to call, before my chance has been lost.

For Providers that I have seen, the only thing that might make me call is if they are about to retire. A last chance to spend some time with them before they leave. And that is more likely if I'm seeing them regularly or they're an ATF.

So...there you go.
