you know. random thought but maybe a raffle would work.

provider could offer 1 raffle ticket per hour of her time (or whatever is good). drum up some business for a month. set forth some general requirements for being entered on top of the time req. maybe require a minimum amount of tickets. or require a minimum amount of reviews. if minimum not hit roll over to the next month. then at the end of the month (or when minimum req. is hit) hold a drawing for a free hour of her time or a special rate or something.
