1. Institute a point system. Start with a set number of points, provider or client. Lose points for infractions{bad reviews(written by client or about provider), ncns(client or provider), off-topic posting, etc. When points are gone the ability to view or post is greatly reduced or even eliminated.
2. P2P chat and make it mobile.
3. Get rid of private comments and private forums. This website exists for information. Why hide information from other parties?

Private comments and forums exist to make them some money. Some people pay for that premium access to see those comments and have access. I doubt they will give up any income.
