It depends on your skin IMO. The razor Isn't for use In all areas. As for myself I won't go near your tool box If I see a bunch of raised red Irritated bumps.
Use the buzzer just don't give yourself a landing strip. Seen that one time on a guy,

yeah the bumps make sense. my regimen going forward will be guard 1 and then the cream hair stuff on the balls. seems safe. ive always been scared to hit them with a blade, call me crazy

As fair as hair-dissolving solutions like Veet and Nair go, PLEASE do a trial run prior on a hidden area of skin not much larger than a quarter. These formulas can have severe side effects for sensitive skin.

I am highly allergic to such stuff. First time I used a depilatory cream on my legs, I was in a hurry and didn't do the test. Huge mistake. I looked like I had small pox afterward. Subsequent attempts with various products always left a big, red, bumpy rash. Back to the razor.
Waxing is safer, although still a burn risk if improperly done. The Gate to Irish Heaven has been lasered clean, a miracle of modern technology, and except for a small inner ring I still shave that was a wee bit too intrusive for the tech to comfortably access, it's silky smooth down yonder.
