I think the best way to improve things would be to have less rules not more. They should be based on a few fundamentals, like outing, that could seriously harm someone.
Then give the mods the power to enforce them without impunity.

I would disagree with this. There is nothing magic about writing a review that should allow special privileges above what someone like Plastic Man has with his hard earned lifetime PA. After all, he put a cash infusion into the site. Did you? The site runs on money, not reviews. It's why guys come on here and they build provider reputations. Which in turn brings more members and that brings in the ad revenue. I'd bet the ads are far more lucrative than lifetime PA from the likes of PM.
