T I did NOT find it odd that chapters should be required to participate in 4 events a year locally.

SWOP is indeed a very worthy cause,though it does have a few problems. First, it is highly San Francisco-based and outlying chapters have trouble connecting unless they're large (for example, Chicago has a big one). Second, their chapter-forming requirements are pretty strict and many providers would find them intimidating.
