Is this legal?

I have a TDL but it expired about three years ago. I still use it at the notels with no issue.
I am thincking about filing a discrimination lawsuit against the State of Texas for denying me the right to a TDL. I am an excellent driver. I do not owe the State or any other LE agency a dime.

I have surcharges from, 2006.
They tried to deny me,my ID, as well.

I set up the $11 a month payment plan,and after 72 hours, they released the hold and I got my ID.

They won't however let me have a new license until I pay them off.

That's very helpful. I knew they offered a payment plan, but I did not realize they would release the hold while still making payments. This may be my best and cheapest option. Thanks.

I've looked online and can't seem to find a direct answer, maybe I'm the only person in the great state of Texas with this problem?

Can you be denied a ID? Not a TDL, but an ID?

I have lots of surcharges that DPS has now linked to my state ID as well, so when it expired and I went to renew it, I was denied because of my surcharges. I understand no TDL, but my ID? I have no good ID. Is this legal? Don't I as an adult have to be allowed to get a vaild ID?

2ed question, if I drive to another state to get an ID & TDL, do all my Texas troubles stay in Texas. Is it as easy as checking into a Marriott for a few days, using that as my address, then letting them know I'll be getting some mail and asking them can they please send it to Texas once it arrives?
