not necessarily. its all in the seat. Can get a lower/higher profile seat for both short and tall riders. Im 6'3" but a buddy of mine that is your size rides a similar bike with different seat. I cant ride his, he cant ride mine, but the seat accommodates each of us to how we fit the bike.

They make Harleys for smaller guys. I test rode one last week - way too small for me.

The deal is - if you can pick it up when you lay it down - that is the bike for you.

I had two ladie friends that rode both were around 5'6. One rode a street Glide w/a lower seat, the second had a Fat Boy and a street Glide. Street Glide's are one of the biggest bikes Harley makes. Both were in the 130 to 150# range wet.. go to Bike Nights and you'd be surprised.
