What it means is they aren't going to treat President Trump with the same kid gloves they treated President Obama.

It'll be nice to finally turn on late night TV see the President be criticized. Unfortunately I think the criticism will just be more "Racism, homophobia and xenophobia" and not "hey you drew a red line in the sand and didn't enforce it."
