Of course! And don't stop there--every significant country does this not only for foreign heads of state, but for all sorts of senior government officials they expect they MIGHT have to deal with, negotiate with, etc. DOS has a library full of such files. So does Commerce, Defense, and others.

Even a dossier on a third tier minister in a third tier country can have a multi-inch file. Most obtained from open sources and from US officials who have dealt with the person over the years.
