Its a tragedy. And the mom, of course, wants to blame someone (the school...the chaperones...anyone).
Kills me how some parents refuse to shoulder responsibility in preparing their kids for situations such as this (ie: getting your kids into a certified swim program as a toddler / child....it ain't that hard nor expensive).
If that boy couldn't swim he had no business being in water any deeper than his home's bathtub.
