To Chung's OP point, yes, even in progressive areas during progressive times, being out of sight was the impetus. An idea being floated around in Portland ... if you're on a morning jog and see a hooker and john in a parked car, the crime should be public nuisance, not prostitution. Trafficking is becoming the domestic abuse of the 21st century. It's a double edge sword many times where the perpetrator and the victim are often in it "together". That's not really true. The highest trafficking is places like China, where if I'm not mistaken, prostitution is illegal. In India, high trafficking with legal prostitution but no regulation. Anyway, I think trafficking has more to do with ultra-corrupt governments who look the other way or take bribes to allow trafficking. The prostitution link is used in America for political reasons.
