To Chung's OP point, yes, even in progressive areas during progressive times, being out of sight was the impetus. An idea being floated around in Portland ... if you're on a morning jog and see a hooker and john in a parked car, the crime should be public nuisance, not prostitution. Because it's being thrust in your face with no warning or chance to "change the channel." It *is* all about zoning.

In Vancouver, there could be open prostitution and drug dealing ... but ONLY on Hastings Street. Do it anywhere else, and cops will crack your skull.

Even Amsterdam at its craziest, you have to go to The Red Light District. You don't really want hags flashing you outside The Anne Frank House, do you? Ok, maybe Chung would, but not many others.

legalize prostitution and you will reduce human trafficking since it will be regulated by local authorizes for tax revenue. When you ban something people tend to want it more.

Trafficking is becoming the domestic abuse of the 21st century. It's a double edge sword many times where the perpetrator and the victim are often in it "together". That's not really true. The highest trafficking is places like China, where if I'm not mistaken, prostitution is illegal. In India, high trafficking with legal prostitution but no regulation. Anyway, I think trafficking has more to do with ultra-corrupt governments who look the other way or take bribes to allow trafficking. The prostitution link is used in America for political reasons.
