so does decriminalization mean it would be like a violation..like a traffic ticket? what is it considered now. a misdemeanor? its not a felony is it?

Legalization means there are laws that state when and where it would be legal, who was going to regulate it, how it would be taxed, and basically describing how the government fits into it (so to speak).
Decriminalization means that the government just says removal of the laws against it and keeping the government from bothering with it.

In Missouri, barring other unsavory situations, Patronizing a prostitute is a Class B misdemeanor, as is Prostitution itself. So the same for both parties. Promoting prostitution is a felony (various class depending on situation).
In Kansas, Patronizing is a Class A misdemeanor, while Prostitution is a Class B, so it is tougher on the client. Promoting is also a felony in Kansas.
