In 1969 so called conservatives ( I say so called because real conservatives would never stand for that) were exploding thousands of bombs per day on innocent people.

Regular U.S. combat units were deployed beginning in 1965. Operations crossed international borders: bordering areas of Laos and Cambodia were used by North Vietnam as supply routes and were heavily bombed by U.S. forces as American involvement in the war peaked in 1968, the same year that the communist side launched the Tet Offensive.
LBJ was President until January of 1969. Blame him.
