Is there really a problem with underage independent providers? I know there are pimps who have streetwalkers who are underage. Pimps probably also have underage girls on sites like BP. I'm sure some agencies use underage girls. Now, I'd avoid that crowd if they claimed to be 18, but for truly independent providers, is it really a big problem? However, there is a ton of prosecutorial discretion in who to charge and what to charge them with. Likewise, there is much discretion in what punishment is received. If ever faced with the possibility of criminal charge, I'd much rather the facts be that I was lied to about her age than I didn't care, or worse, had reason to believe she was underage.
