There is no mention of which LA businesses are dumping trash illegally, or where they are doing this. Are they dumping in the homeless camps? I doubt it. The LA Times doesn't actually say that, although that's what they want readers to believe.
You then twisted the LA Times editorial into the following assertion:
if you read the article, only a fraction of the clean up was related to homeless camps... much of it was cleaning up ILLEGAL DUMPING BY BUSINESSES...

Now why don't you go visit LA and come back with a full report? I used to live there, so I think I know more about the place than you do.
