The Plaza is all private, including the streets - they are not city streets. They have enforced a regulation for no street dancing, and a lot of other conduct that many feel they are entitled to, and the KC police seem to agree in other areas of the city.

But, my guess is that you would be arrested if you tried it in the Country Club Plaza.

There was a story in the KC Star several years ago about high cost of bail for something that happened on the Plaza. For a long time they had their own security that worked with the KC Police. The Plaza area has been sold to new owners In the last several years (maybe a couple of times). I have not paid a lot of close attention to this. But when the past Mayor had something with a bunch of kids down there, there was a crackdown.

Maybe someone else remembers more about this.

My only contribution is that one should keep from attracting negative attention to themselves on the Plaza. In the past they have had a stricter enforcement of the rules.

Lack of enforcement of rules put The Banister Mall ,and Indian Springs Mall out of business. But that is another story.

That fountain, and at a lot of places throughout the plaza, have a camera system with recorders and feeds directly to the KCMO Police. Most, if not all, of the city departments have put in interconnected cameras. In addition, private companies have the option of using their cameras to tie into those accessible to the KCMO Police.

Several years back there were police cameras along the street where there is a building in a bad part of town. The cops announced that they had been removed. Nope, more had been added. They were watching when things happened. Nothing in the paper about how they happened to catch the guy.

I have seen city street crews, traffic light crews and sewer departments on the streets in the Plaza. I would bet that the streets and sidewalks are not private. Though the KCMO makes all sidewalks the responsibility of the adjacent property owner. They are public right of ways (easements). As such they are controlled by the city. They are there to be used by the public to drive upon and walk upon. If you pass the public decency ordinances, you couldn't be ticketed for just walking around. Plaza security is there to patrol the garages and streets for added protection. Just like they hire snow removal crews to clean the area. The plaza does this as an added convenience to facilitate more shopping. If the city did for them, they would have to do it for everyone. They might ask you to move along but as long as you follow city ordinances, that would be all I believe they can do.

You can offer an opinion: everyone has the right to their own opinions. No one has the right to make up their own facts.

The plaza was built by JC Nichols, including the streets. The city did not develop the area, nor the streets. There a lot of ways lawyers can put restrictions on property that is developed privately. All the facts I presented can be found in stories in the Kansas City Star. The Star may not be a reliable source of political information, but they are factual with stories of interest.

Stories are stories.
99% of the streets in plaza are public streets owned by city. And a good several feet of sidewalks are also.
Have you ever been in the city planning dept offices?
Lets have a reality check.

Plaza security has very limited authority and all they can really do is call the real cops.
And btw, there are numerous buildings all through the plaza that are not owned by the successor to Highwoods (which bought out Nichols)

Getting back to the actual thread:
I think we should have a scavenger hunt type of thing with pictures taken of gals that want to play, posed on, next to, in, etc, various statues, fountains, etc.

By the way, the Dept of P&R has a lot of cameras up in most, if not all, of the city parks. Yes, they feed to the police department. Do you want to smoke your weed, or go for a swim, in the city park and believe that the powers that be don't know?

So back to the starting discussion for those who are not paying attention. If you act like a really excessive jerk in a city park, watch for the police to roll up and say hi. Does the plaza get more support from the city police than other areas? What do you think?

The only reason stupid people get away with stuff is that at the moment they are jerks, there are bigger excessive jerks acting up somewhere else: the police on patrol take the biggest problems first.

Back to the starting discussion. If you think you would get away with taking your clothing off and jumping in the JC Nicholes fountain: go for it, I don't care - you are not worth giving you a warning about it, or even discussing the facts of how the city could view such an incident.
