By requiring all of their residents to carry insurance, their state pays next to nothing; they pay healthcare only for the few out-of-state residents (tourists in a sense) w/o insurance.
Because if you are, this has been a Federal law since 1986.....

What I'm getting at is the same canard lib-progs have been poking Texas with ever since socialized medicine and universal health insurance became part of their national talking points: Texas doesn't have universal health insurance, but not because Texans don't care like the lib-progs imply, but because the state follows the law in giving care already.

It is cheaper in the long-run to the population at large to have a good healthcare system which provides good preventative care and mitigates the need for an otherwise exceptionally expensive ER visit.
