If the phone company has the information, LE can get it. Right now there is a case being litigated concerning police examining the cell phone of people at all car stops. The device can get all of the information off of a phone, even that information that was erased. They can do it while you are stopped. This is not yet in KC, but several cities have it. The answer is to turn your phone off and remove the battery. Even a device that is off, is still hot.
Always pay cash for your additional minutes. Use a fake address when you pay cash, they do not accept PO Box addresses. Be ready to answer the quiz when you buy additional minutes for cash.

Here's a tip, go to walmart and get a pay as you go phone for such things. They are 30 bucks, some of them are 30 bucks with 200 minutes included. Pay cash. They are untraceable. I think LE can ping the general area you are in, but can't get a true location. Use the phone for a couple of months. Destroy the SIM card, throw the phone away. Buy a new one.
