Sorry, I can't read the legend on the map, but if it is a per capita return, the answer is there are far fewer people in those states. If it is a total outlay v. income, the same reasoning would apply, there are fewer dollars coming in from the less populated states. Now, each state has two senators, regardless of population. They can trade pork for votes with greater effect.

And many of the red states are also the high retirement states in which blue staters run to when they retire........

I assume the “point” you are referring to is contained in your post of, “Munch, I thought you liked Obama? I guess his observations aren't as reliable as I thought”. Since I can’t see how me liking or disliking Obama affects your perceptions of his observations, I couldn’t see a point let alone discuss or avoid one.
