At one point, he was even dealing in tanks and Migs, no shit, you could get both running, for less than scrap, but no spare parts, the Soviets never planned for more than a two week war for Europe.
Its partially why the Russians have been stymied, they don't have the capacity to build tanks to replace what they have lost, and going forward, its not getting better, its why they were being given arms from China, NoKO, and Iran.
Further, the technology, which was never as good, hasn't been improved as much as they stated, which is why our legacy arms, anti tank missles etc, work so well, because they are still effective against their most modern weapons, which aren't.
You all look at the politics, I see the arms, and the tools to conduct the war, without drones, this would have looked more like WW1, which, it does already.
I have been lucky to have combat footage sent to me from a former Soviet Military guy, amazing, it looks more like the Paintball war games we played in the 80s, at least in the rural areas, but most of the damage to cities has been rockets, bombs, artillery and not lots of feet on the ground.
