I've been mowing since I was 10 and never ran over anything. Solution to prevent it from occurring again is walk the grounds of the "very small apartment complex" and pick up stuff. Common sense.

Update, Good News

Victim got a text message from management...apologizing for situation and will pay for repairs after receipts are presented for everything.
Victim is going to deduct it from the rent on the first of September.
Which sounds like a brilliant idea instead of waiting on them to fork over any money.

This person is very lucky. Speaking from experience, most landlords will not take responsibility for this type of damage. Even if you're lucky enough to find out who the landlord's general liability insurance is written through, the adjuster would deny the claim and advise the victim to file it on the comprehensive coverage of his/her auto insurance.
