Manhattan ceased arresting providers for prostitution and loitering for the purpose of prostitution (streetwalking). And then the other boroughs followed along so that the policy applies to all of NYC. HOWEVER, NYC continues to arrest customers of prostitutes, and even conducts stings to entrap Johns.
They have drastically reduced arrests and prosecutions though.

Rand Paul, a Republican, and Gary Johnson, an ex Republican, favor legalization of prostitution for women AND their customers, as do most libertarians.
Btw, the hobby sucks in Sweden and France. Prices are higher and the providers sparser than in other European countries. Arguably the two countries are worse than the USA. I don't know about Norway.
