As mayor, Mandani won't have to impose Sheria law. He will just let it happen. In Europe what has occurred is that an entire apartment complex or neighborhood becomes mostly Moslem. They set up an impromptu Mosc and school.

Then the religious leadership requires the folks there to follow Shirea law. Any non-Moslem still living there is harassed into following long. At first, it may only be the sunrise call to prayer from a sound truck driving by the houses in a residential neighborhood. When they complain bout it, the local police are not allowed to enforce that nation's secular law there and the area becomes a no-go zone for the police.

This has happened in France, England and Sweden. Here in Texas, there is a planned community under development near Dallas that is advertised to be a Moslem-only enclave with the publicly expressed purpose of establishing such a Sheria law community. I am not sure if that has been stopped or just third up in the legal system.
