It's actually my bad for not being able to read! I think what he meant by new members are the new people that have joined the group of vouched folks that get together every so often. Now that I read it I can see how it could be confusing...

i clearly understand the need to keep these get-togethers discreet, therefore the need to have vouched members is a must.
