Austin tried to prevent toplessness during Mardi Gras a few years back...didn't turn out very well since there is really no law against going topless here (anywhere).
The cops TRIED to say that the topless women at Mardi Gras were 'creating a public disturbance' but they lost that argument...there was no disturbance caused by the breasts (other than a few younger guys staring a boobs).
I don't think people here (Austin) care one way or another if boobs are on the loose. We've got bigger criminals to deal with (cartels anyone?) LOL.
